President, National Association of State CIOs (NASCIO)

Gopal Khanna was appointed Minnesota's first State CIO by Governor Tim Pawlenty on August 15, 2005, and reappointed January 2, 2007. Prior to assuming his position in the Governor's Cabinet, Khanna served in the administration of President George W. Bush from June 2002 through August 2005, where he held senior executive policy-making positions and is credited with leading major reforms and transformation in federal government. Khanna's focus at the State of Minnesota has been on transforming IT management to improve government. His key accomplishments include creating an enterprise IT governance structure, creating an Enterprise Security Office, creating a standards program for hardware and software, and spearheading several executive branch consolidation projects now underway. Khanna is currently president of the National Association of State CIOs (NASCIO). He is also a member of the Harvard Policy Group on Networked-Enabled Services and Government at the Kennedy School of Government, Harvard University, and is a member of the Nobel Peace Prize Forum. Prior to his service in government, Khanna was in the private sector, where he held several corporate executive positions. His broad-based executive background in corporate America and as an entrepreneur includes experience in information technology, finance, operations, strategic planning, business development, consulting and launching and growing start-up ventures. Khanna has a B.A. in economics, mathematics, and political science from Christ Church College in Kanpur, India, and holds an M.B.A. from the University of Maine.

Executive Director of the National Cyber Security Alliance (NCSA)

Michael Kaiser is the Executive Director of the National Cyber Security Alliance (NCSA). He joined NCSA in 2008.

Prior to joining NCSA, Mr. Kaiser spent 25 years in the field of victim's services and rights at National Center for Victims of Crime where held the positions of Director of Program Development and the Director of Programs, and at Safe Horizon in New York City, where he held a variety of senior staff positions, including Associate Director for Development and External Affairs and Associate Director for Administration.

Throughout his career, Mr. Kaiser has been involved in developing new programs and expanding the capacities of communities to respond to victims of crime. He has worked on numerous efforts to raise public awareness about the impact of crime and to encourage victims to seek help. Among those accomplishments are: developing programs and that engage teens in creating public education and outreach programs for their peers; conducting a nationwide training and technical assistance program on stalking to improve the law enforcement, victim services, and prosecutorial response to the crime; and developing housing alternatives for intimidated victim/witnesses in three communities.

In the areas of technology, Mr. Kaiser has developed training and other programs on the use of technology in crimes such as stalking and identity theft, and worked on programs exploring the use of technology to improve community policing. Along with his wife Laura Fisher Kaiser, he co-authored The Official eBay Guide to Buying, Selling, and Collecting Just About Anything (Simon and Shuster, 1999). He was one of a small group of eBay University instructors and has personally trained more than 8,000 eBay users on expanding their eBay businesses.

Mr. Kaiser has served on several non-profit Boards. He is currently the Chair and a founding Board Member of SPINUSA a national non-profit based in Massachusetts, and has served on the Board of Trustees of the College of the Atlantic in Bar Harbor, Maine, and New Destiny Housing Corporation in New York City.

Director, NYS Office of Cyber Security and Critical Infrastructure Coordination

William F. Pelgrin is the Director of the NYS Office of Cyber Security & Critical Infrastructure Coordination (CSCIC) and the Chief Cyber Security Officer for New York State. Mr. Pelgrin has been actively involved in cyber security issues since 1996 and was asked to lead CSCIC upon its creation in 2002 in recognition of his leadership and expertise in cyber security. Mr. Pelgrin is responsible for directing New York State's efforts regarding cyber readiness and resilience, and geographic information technologies, especially in emergencies, where CSCIC is the single point-of-contact. The CSCIC has established a 7x24 Cyber Security Center to analyze and respond to intrusions and other anomalous cyber activity; deployed intrusion/prevention detection architecture for critical segments of the State's network and computing infrastructure; developed statewide cyber security policies; implemented statewide cyber security training for state and local government; and enhanced the capabilities of the State's critical infrastructure application to assist in responding to any emergency.

Mr. Pelgrin also chairs the Public/Private Sector Cyber Security Workgroup, a collaborative effort begun in New York and which now includes the State of New Jersey. The workgroup comprises a talented cadre of senior representatives from government, academia, and the private sector. Pelgrin has brought together a diverse community that is working collaboratively to enhance cyber security in the public and private sectors for the collective benefit of all.

In January 2003, Mr. Pelgrin established the Multi-State Information Sharing and Analysis Center (MS-ISAC) in recognition of the need for collaboration across states to better prevent, detect, respond to and recover from cyber incidents. The MS-ISAC has representation from all 50 states, the District of Columbia, local governments and U.S. Territories and serves as a collaborative mechanism for raising the level of cyber security readiness and response in state and local governments.

Mr. Pelgrin serves as Chair of the national ISAC Council, and in 2008, served as a Commission Member of the Center for Strategic and International Studies (CSIS) Commission on Cyber Security to brief the President.

Mr. Pelgrin has received numerous awards and is a frequently requested speaker.
